Circular No.2010/45        28th June 2010.
CIRCULAR TO ALL OUR MEMBERS / UNITS:

Dear Comrdes,
           OUR ORGANISATIONAL MATTERS &Implementation of IX Bipartite settlement
           & Payment of Arrears  Remittance of Bipartite Settlement Levy to our Union's A/c.
          at our Bank's EC St.Branch (Chennai) 05260100001018.
                                   
We are happy to note that our members have received their new salary under IX Bipartite
settlement in May 2010 (salary) and arrears during June 2010. Eventhough our Bank's
Corporate office stipulated io" June 2010 as the dead-line for making payment of arrears, the
branches could not do so uniformly mainly on account of shortage of staff at branches, and that
arrears have been paid by branches in different dates. We observe that almost all the branches
have paid arrears to award staff in general.



Remittance of Bipartite Levy to our Union's Account :


We have in our earlier communications, clearly mentioned about IX Bipartite Arrears levey to be
paid by our members, ie. 5% on Net arrears : ie. Gross arrears - Minus PF. While collecting
levy on the above stipulated formula, some branch secretaries were quoted by our members
about different methods of arriving levy flqures, No doubt our Union has taken a collective
decision on the above formula of 5% on Net arrears (Gross arrears - Minus PF) which is
implementable in spirit and letter. We have forums to ventilate their individual views and that
their individual views should not stand in the way of our organisation functioning.

 We request such members who have divergent views against the Union's decision, such members are free  to write to us or talk to the undersigned after payment of levy as stipulated by the Union, such
collected different views if any, will be placed before our ensuing Executive Committee
Meeting. You will agree, basically our organisation is an ever-fighting organisation which
requires monetary support and not monetary surplus to face the onslaughts of the
management. We have also mentioned in our earlier communication that out of total collection
of levey, 10% to AIBOBECC, 20% to AlBEA and 40% to TNBEF and the remaining 30% be
retained our Union. Such bifurcation is not there for any organisation which please note.



Our Union's conscious & consistent fight against Management:


In our Bank we have to not only to fight against the Management but also the rivals whose
survival depends on the Management's oxygen. To quote a few, recently Management
attempted to increase business hours by half an hour in selected branches in the State, which
has been stayed successfully by our Union, since last Nov.2009 and the rival union is not only
not supporting our fight against the Management, they are least bothered about this issue.
Seconly, outsourcing is being extended in the name of Regional Back Office at Coimbatore, the
same has also been stayed since April 2010. In both the cases, each and every Bank
employee's interest (not only AlBEA members) are very much involved and hence, we are
meticulously handling the issues by referring the matter right from our All India Bank of Baroda
Emp.Coord.Committee, TNBEF and AlBEA. One'? we are successful in these issues, this will not

only benefit our members but also at Industry level. If necessary we have to approach legal
remedy for getting the issues solved. These issues too were discssed in the recently held
Corporate level structured meeting at Mumbai.



APATHY OF UNIVERSAL TELLERS vis-a-vis SPECIAL ASSISTANTS:
Another apathy every member of our Union would have seen by now is the fate of Universal
Teller whose salary arrears shows negative. That means most of UTs have to pay from their
pocket due to the anomaly situation created by not resolving/revising the UTs allowance in
terms of IX Bipartite Settlement. Eventhough the settlement signed on 27th April 2010, the
matter has not been resolved till date. Even during our recently held Corporate Level Structured
meeting at BCC on 17-6-2010, we have conveyed the entire negative position of UTs; after
patient hearing GM (HRM) conveyed his sympathy and assured to discuss with our
Coordination Committee (AIBOBECC) shortly for amending all the Bankwise settlements such
Head Cashier C category UTs, substaff settlement which includes promotion prolicy for sub
staff to clerical etc.



Comrades, you remember that we have opposed this tooth and nail, when UT was introduced.
It is not an additional spl.allowance post, our Bank has introduced. It was introduced
deliberately to avoid further Special Assistant post (limited to 1700 Nos. all over India since
2001 VRS) and that Spl.Asstts. are posted only in Rural and Semi urban areas. With the result,
now Rural & Semi urban is over loaded with Special Assistants.

 To overcome this over loading,now the Management is extending spl.Asstt. to Urban and not Metro. Our fight with the Management to restore earlier position of identifying spl.Asstts. linked to promotion to officers cadres continues ie. 25%. In nutshell, we the members of AlBEA continue to fight against the Management for implementation of Bipartite settlements in spirit and letter as the UT post is not existing in Industry level settlement. Even small Banks are sanctioning good number of Special Asssitants every year whereas our Bank is trying to reduce Spl.Assistants in a systematic manner. We understand our Management may try to increase the duties of UT while
considerinq to implement IX bipartite settlement with regard to increase of Spl.allowance. Be
prepared for our struggles.



OUR AIBOBECC MEETING WITH CENTRAL MANAGEMENT AT BCC ON 17-6-2010:
 
Our Bank's Corporate Level Structured meeting was held on 17-6-2010 preceded by AIBOBECC
office bearers meeting which went on for more than 8 hours, at Mumbai. The undersigned
participated in the meeting. All policy level matters as well as individual pending issues were
discussed and solutions found. A detailed circular is being issued by our AIBOBECC which will
be reproduced soon for information.



OUR NATIONAL ORGANISATION AlBEA'S General Council Meeing at AHMEDABAD:


AIBEA's General Council Meeting will be held on 29th & 30th July 2010 at Ahmedabad. The
undersigned being GC member will participate in the said meeting. Our Executive Committee
will meet immediately thereafter, at Cuddalore.



KIND ATTENTION OF EC MEMBERS:


Our EC members are hereby requested to contact the units which are coming under their segment preferably ove phone and arrange to collect the levy without any further delay and the remit the same into our Union's account referred to above. In case of any clarification, they are requested to contact us. They are also requested to send us report about the progress to enable us to prepare a Note to our ensuing EC meeting.
