UFBU CIRCULAR LETTER NO. UFBU/ 2011/22 dt. 26th August, 2011
Dear Comrades, URGENT/IMPORTANT
Further to our UFBU meeting held at Bangalore on 10th August, 2011, it is gathered that the Government is trying to hurry up the passage of the Banking Laws (Amendment) Bill, 2011 which provides for drastic changes in the Banking Regulations Act and Banking Companies (Acquisition & Transfer of Undertakings) Act.
From UFBU, we have written to all the members of the Standing Committee seeking their support to our views. We have also written to the Standing Committee seeking a meeting with the Standing Committee to submit our views. So far they have not given any date.
In the meantime, you are aware that new Bank Licence Policy is sought to be announced to allow corporate sector and business houses to start their own Banks. The Planning Commission has also suggested that Government’s capital may be reduced to less than 51% in the Public Sector Banks. (Draft Approach paper to 12th Five Plan). Thus there is a concerted attempt to push through the reforms.
The present session of the Parliament is ending on 8th September, 2011. If the Banking Bill is not taken up in this session, well and good. But, it appears that the Government is wanting to somehow pass to Bill in this session itself. They are not even willing to hear the views of UFBU.
Hence, as decided in our Bangalore meeting, we must alert our units to get ready for a FLASH STRIKE if the Government will proceed with the Bill.
Please send the following SMS to all your units and members.
“Government appears to be in hurry to pass Banking Law Amendment Bill without discussion with UFBU – Get ready for instant strike at short notice if Bill is brought to Parliament for passage”
We are also informing the IBA & Chief Labour Commissioner accordingly in this regard.
Please inform all your units and members to be in readiness to act at short notice and to be prepared for the FLASH STRIKE.
With greetings,
Yours Comradely,
C.H.VENKATACHALAM
