Re:         *Our Union’s Trade Union Camp at Namakkal – 21st Nov.10

               *Details of Substaff (both permanent & temporary) requested.


TRADE UNION CAMP @ NAMAKKAL:
As you are aware, in terms of our EC meeting held at Cuddalore on 19th Sep.2010, we are conducting Trade Union Workshop at Namakkal on 21st Nov.2010. We have identified 100 members spread over the State which include entire office bearers and Executive Committee members and all such nominated members were communicated in writing.


AGENDA FOR STRUCTURED MEETINGS WITH CMR & TN REGION:
The structured meeting with CMR & TN is overdue, and the Management of respective region assured to conduct shortly. Hence we request the Branch Secretaries to send the pending issues including request transfers, retransfers on account of deployment, etc.to enable us to prepare Agenda for the said meeting.


BRANCH VISITS – South Arcot Dist. :
On 20th Sep.2010, the next day of our EC meeting held at Cuddalore on 19th, the undersigned along with office bearers Com.K P Chandrasekaran, Com. K Ravigopal and EC Members Com.Sridharan, Com.Srinegarajan & Com P Swaminathan visited Cuddalore, Arasur, Villupuram, Anguchettipalayam and Pondicherry branches. During the visits, it was observed that on account of acute shortage of staff, award staff at certain branches are forced to be in the branch upto 8 pm that too without any monetary compensation.We pointed out the same to the authorities concerned for redressal and we shall take up for permanent solution in the ensuing joint meetings.  


RECRUITMENT OF CLERKS viz-a-vis REQUEST TRANSFERS :
As you are aware, our Bank is in the final stages of finalizing recruitment (of Clerks) process. That is, the interview process was over on 10th Oct.2010 in Southern states and it is expected to be over by the end of this month in other parts of the country. Ultimately Bank will be able to release successful names within 1-1 ½ months from now onwards. We have been repeatedly requesting both the Regions’ HRM department to consider the request transfers of employees in general and those who joined during the last recruitment in particular taking advantage of the recruitment process of new Clerks. Management is willing to consider our request positively.


We therefore, request all our Branch Secretaries to once again submit the names of employees who are seeking transfers to their place of choice, to enable us to finalise the list for onward submission to the respective Regional offices. Branch Secretaries should submit the details on or before 30th of this month positively. Request transfers pertain to Sub staff if any may also be sent to us for discussion with Management for doing the needful.


SUBSTAFF – ACUTE SHORTAGE :
Some branches are functioning without permanent substaff thus substaff job is done by others. Many branches are managing with acute shortage of permanent substaff exploiting the services of Clerks, at some places bearers of clients, at some places on-site ATM’s security Guards, etc. Equal number of branches are running with temporary/casual substaff along with skeleton permanent sub staff with or without the knowledge of Regional office.


In some places, retired substaff are engaged on daily wages. Regional office is kept in dark by some of the Branch Managements with regard to engagement of casual/temporary employees. That is the reason still around 20 casual/temporary employees working for many years in our State are yet to be regularized because their names were not reported/recommended by the respective Branch Managers,


Therefore, it is the need of the hour that HRM department takes stock of the situation and place proper indent for permanent sub staff for new branches as well as retirement/death/promotion vacancies, as the BCC often confirms in our regular structured meeting that they are giving authority to recruit permanent substaff against new branches etc. Hence our Branch Secretaries are requested to furnish the following information per return for further action at our end:
No.of sub staff working at the Branch (with details of how many permanent, Temporary, casual:
No.of PTS (details of permanent, temporary), Any other substaff category like
Armed Guard, Driver etc.
Whether any retired employee engaged as casuals,
Whether On-site ATMs guard is engaged for sub staff job.
With the above details, you can send your suggestion with justification for increase of substaff strength.
