9th Bipartite Settlement...

Dear Comrades,
         Salient Features of  9th Bipartite Settlement
We have already informed all our units and members about the happy news of signing the 9th Bipartite Settlement on 27.4.2010.  Earlier we had been informing about the understandings reached on various items.  We give below the final position as are contained in the Settlement for the benefit of our unions are members.
1.  PAY SCALES :
(A) From 1.11.07 to 30.4.2010 :
Clerks :  Rs. 6200 – 400 X 3 – 7400 – 500 X 3 – 8900 – 600 X 4 – 11300 – 700 X 7 - 16200 – 1300 – 800 X 1 – 18300.
SubStaff:   Rs.5500 – 200 X 4 – 6300 – 250 X 5 – 7550 – 300 X 4 – 8750 – 350 X 3 – 9800 – 400 X 3 – 11000
(B) From 1.5.2010
Clerks :  Rs.7200 – 400 X 3 – 8400 – 500 X 3 – 9900 – 600 X 4 – 12300 – 700 X 7 – 17200 – 1300 X 1 - 18500 – 800 X 1 – 19300.

2. Stagnation Increment
a) Clerks :     Rs.800 X 6 once in 3 years & 7th  after 2 years.
b) SubStaff :  Rs.400 X 7 : once in 2 years.
3. Pay Scales including Stagnation Increment : (From 1.5.2010)
a) Clerks :     Rs.7200 – 19300 – 24900.
b) SubStaff : Rs.5850 – 11350 – 14150.
4. Dearness Allowance :
0.15% per slab over 2836 points.

16th stage of the scale of Pay and above           -        Rs. 275/- per month
All permanent part time employees including those on probation and drawing scale wages shall be paid transport allowance on pro rata basis as under:
Upto 15 years of service         -    Pro rata @ Rs.225/- per month
Above 15 years of service       -    Pro rata @ Rs.275/- per month

11. Hospitalisation expenses Reimbursement Schedule :

Improvements made in schedule of rates for diagnostic/pathological tests/investigations (any type of test/investigation now covered for reimbursement )   improvement in bed charges, ICU/CCU charges, Operation theatre charges, surgeon fees, Ambulance charges, Package charges for Bypass surgery, etc., inclusion of treatment under Sidha system for reimbursement, inclusion of Rheumatoid Arthritis, Hypothyroidism and Hyperthyroidism under Domiciliary treatment.

12. Part Time Employees : (Lumpsum)
FROM NOVEMBER, 2007 to April, 2010
 - upto 3 hours per weak :        Rs. 1030 p.m. (Existing Rs.  750 )
 - 3  to 6 hours per weak :        Rs. 1440 p.m. (Existing Rs. 1050 )
From May, 2010 :
-      Will be elevated to 1/3 Scale wages
-      Employees recruited from 1.5.2010 will be in minimum 1/3 Scale wage

19. Special Leave for women :
(a)            Within the overall period of 12 months under maternity Leave, leave will be granted in case of hysterectomy upto a maximum of 45 days.

21. Transportation of personal effects in Transfer :
An employee on transfer shall be paid the cost actually incurred for transporting his personal effects as under:
By Train:

Non Sub-staff

By Road:   If the places are not connected by rail/ out agency, actual expenses will be reimbursed for transporting the personal effects by road upto the stipulated weights by an IBA approved Transport Operator.



22. Compensation/Breakage Allowance while transporting personal 
      effects on transfers ;
a.          Where an employee produces receipts or a statement of loss in respect of breakages subject to a maximum of:

Clerical Staff           :        Rs.1,120/-
Subordinate Staff    :        Rs.745/-

b.          Where no receipts/statement of loss are produced, a lumpsum payment of:

Clerical Staff           :        Rs.745/-
Subordinate Staff    :        Rs.560/-

23. Definition of Family (for LFC & Hospitalisation Scheme) :
a.          Wholly dependent physically challenged brother / sister with 40% or more disability included as family member and eligible for LFC/ reimbursement under hospitalisation scheme.

b.          The term wholly dependent child/parent, physically challenged brother/sister shall mean such member of the family having a monthly income not exceeding Rs.3500/- p.m. 
24. Road Mileage Rate :
c.          Where an employee has to travel on duty / LFC between two places he shall be reimbursed actual road mileage cost or at Rs. 3/- per k.m., whichever is less.

27. Gratuity :
From 1-11-2007, Gratuity is payable as per 9th BPS.  Hence for those who have retired from 1-11-2007, Gratuity already paid will be reworked and difference in amount will be paid.
28. Pension :     For those who have retired after 1-11-2007:

Existing Pension optees
·      Pension will be refixed based on Pay under 9th BPS
and arrears of pension paid.
·      Commutation will be reworked based on revised pension and difference amount will be paid

Existing PF optees who will opt for pension now
·      Pension is payable based on 9th BPS PAY
·      Commutation is payable on pension based on 9th BPS
·      Arrears of pension from 27-11-2009 or from date of retirement whichever is later.
